The Kenya Revenue Authority KRA has introduced a new system that allows individuals without taxable income such as students to acquire a Personal Identification Number PIN without the requirement of filing tax returns

Under this new approach certain Kenyans will be issued what is referred to as a non taxpayer PIN This is expected to make it easier for people to access services that require a KRA PIN even if they are not earning any income

KRA says the move is intended to address challenges faced by students job seekers and other individuals who need a PIN for processes such as opening bank accounts applying for opportunities or accessing government services but are not actively working

With the new system holders of the non taxpayer PIN will not be required to submit returns removing the burden of filing nil returns every year

The Authority explained that this is part of ongoing efforts to simplify tax processes and make them more accessible especially for young people preparing to join the workforce

However KRA has emphasized that once an individual begins earning taxable income or starts a business they will need to update their status and comply with normal tax requirements including filing returns

The introduction of this category is expected to reduce penalties linked to non filing while encouraging more people to register early

KRA has urged eligible Kenyans to take advantage of the new system describing it as a step toward a more inclusive and efficient tax environment
